The Transitional Council
The transitional Council is the board of directors of the College. It is responsible for establishing the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario to allow self-regulation of the traditional Chinese medicine (TCM) profession within the framework of the Regulated Health Professions Act, 1991 (RHPA) and the Traditional Chinese Medicine Act, 2006. It has a specific duty to protect the public interest. It also manages and administers all College affairs.
All members appointed to the transitional Council, practitioners or public, are expected to make decisions and develop policies, guidelines, standards and regulations that are consistent with the legislative framework. Every member has a legal duty to act in the best interest of the College, NOT his/her personal interest or the interest of any organization with which he/she associates.
The transitional Council is accountable to the Minister of Health and Long-Term Care. Its specific functions include:
- Establishing an accountability agreement with the Ministry of Health and Long-Term Care (MOHLTC);
- Establishing, in collaboration with the Registrar, administrative processes and the infrastructure necessary for the College to operate;
- Developing by-laws, professional ethics, policies and guidelines;
- Developing competencies and practice standards and submitting for the consideration and approval of the MOHLTC regulations that allow the College to fulfill its statutory mandate. Such regulations include registration, professional misconduct, quality assurance etc.
- Developing processes to assess and register members;
- Developing processes to handle complaints and the discipline of members;
Developing communication programs to reach members of the profession, the public and other stakeholders.
